Is Cash Gifting legal?

I have seen many internet cash gifting programs and they claim to be legal, Is it legal to have a CASH GIFTING CLUB (not on the internet) where the people meet at a predetermined location on a weekly basis to do their giving? I am planning to use the “One Up” system. If anyone knows if this is legal please tel me, if it is not, please tell me why
If it is illegal, could you please tell me what it is about it that is illegal?

This is only legal if you are the Federal Government. It is called social security. If you wait Obama will bring you a few more such schemes.

Since you are not the federal government, your plan is illegal Since the government hates competition, they will eventually send you and your friends to jail.
