Is cash a bad birthday gift?

My friend’s birthday is soon and am wondering if a card with cash in it is a bad gift? He’s been stressed out working 2 jobs and trying to pay off debt. I don’t think $20 would help with his bills, but just thought maybe I should get a cute card with a $20 in it. Is that a bad idea? Should I buy an actual item instead?
Then I was thinking of a gift card…help! I have no clue what to get him.

I got a Gas Card when I was broke for a b-day present and it was fantastic. I got $50 in it…and granted i could barely use it twice haha, but its so thoughtful when gas prices are so insanely high these days. Money is a great gift but he’ll need to spend it on something necessary like gas anyway, so just get it out of the way for him haha.
