If someone arranged a trip as a gift, is it only right that they include the travel costs?

My mother thinks I’m wrong to feel that way. Though IMO it isn’t right to arrange everything at the final destination (with hotel dates already booked) and leave people with no way to get there because their own cash is tight right now.
